* The regional education laboratories are key actors in the federal government's educational R&D efforts. Independent regional governing boards, composed of educators, parents, and business people establish each institution's research agenda. The laboratories take the best educational research from around the globe and convert it into programs and practices that schools can use to improve student's learning.

* The nation's leading research and development centers do basic research in instruction, school organization, literacy, and educational policy. They provide cutting-edge information on a variety of topics critical to reforming schools.
